THE CHALLENGE

The City of Ballarat's housing strategy through to 2041 had to handle planning frameworks, evidence, and actions while remaining approachable for community consultation.

OUR APPROACH

01

Clear narrative spine

We structured the document around context, principles, and actions, with consistent section openers so the reader always knows where they are.

THE SOLUTION

A strategy document the council can put to community and stakeholders confidently, and that planners can reference for years.

RESULTS

A long-range strategy document residents can read and council teams can work from, with a system that scales to companion plans.
